Not quite, but it is related to both Rarity's talent. His special talent is methodology. Basically his special talent is learning really quickly through detailed study, kind of like what twilight does, but with anything.

He can't naturally get a cutie mark (something I decided), he got his through events in his story. It doesn't represent his talent, rather it represents his purpose.
