Hippostion is an organized city in name only. It is more accurately the giant board room where many criminal organizations, syndicates, and agencies meet to discuss business and fight for turf. However, even the criminals need protection from outside forces and so all have pitched in considerable resources to the 'official' government's standing military, the Hippostion Guard Force (HGF). This massive influx of resources allows them to become to the most advanced and well-equipped force in Maretonia. However, the criminal and political infighting has seen the HGF's leadership replaced several times in short order, and corruption is rife. While individual units are still very capable, it takes agreement from the factions within and ikely an external threat to mold them into something more.

 

When the wages of war take a toll the HGF can't pay, the Grand Militia is summoned. Conscripting large numbers of citizens from the city and her allies, the Grand Militia is the largest single force in the land when pulled together. They are not well-trained or well-equipped- standard sword and shield or spear and shield, depending on locality- but they are strong Earth ponies and come in large numbers. The HGF's flaws are made up by them being the most underhanded and ruthless force. It fights unfairly and disregards honor and open battle when the odds are against them, caring less for personal accolades than victory. And when they need more, the Grand Militia can simply outnumber and drown their enemies in bodies.

 

While Hippostion is truly controlled by the criminal elements, the philosophy of great personal freedoms and free will triumphing over all appeal to many villages in Maretonia. Many of these villages will rebel against their Kastroti or Acroneighian overlords. Seeing the potential profits from such villages, the HGF will be summoned to protect them. By the time the former owners respond, they'll be met at the walls by cannon fire instead of the flag of surrender. This suits Hippostion just fine, as it keeps her enemies off balance and the threat of war on enemy soil.
