It's Spark Heart.

Storing static electricity via her mane and tail, she is able to expel it in short and small bursts. (Hence, her electric blue high lights and lengthy tail and mane) Not having enough to harm any pony and only enough to charge storm clouds, she uses this special talent to make a "light show" when she flies.

Her special ability is not being able to expel the electricity, but being able to use it in such an interesting way.

I really love this! ^^ The static electricity looks so cool!

Suggestion: You may want to erase some of the static that is going behind the body, (The top part of the wing) As it makes it look flat and gives it less depth! But this is amazing! ^^

This piece is quite lovely! Im really glad you decided to draw it, it really evokes such a sense of whimsy, of grace, and of movement.

Thank you SO MUCH! I had an image in my head of her swirling upwards and pausing for a short moment to check her surroundings.. And then I drew this! :)

Thats quite the interesting character. I'm curious, what was the reason for having her head turned the opposite direction from the twist in her mane? Maybe its the end of her twisting motion? I guess that would make sense if her wings are outspread to halt the turn.
