Perhaps he hangs out around Cloudsdale, and all the static electricity from the weather factory above has turned his mane all frizzy? :)

How did he get to Cloudsdale?

When I said "around Cloudsdale," I guess I was imagining he lived on the ground nearby. But, now that I think about it, there are people who live on house boats, who why couldn't there by ponies that live on house balloons or something?
