The last step of creating a vector is adding emotion through the eyes, and after doing so create accents to convey that emotion. Note the dizzy spirals in her eyes.

Dizzyness isn't the artists original intent mind, but the range of emotions you can convey with a changed pupil and location is myriad. You could convey elation, dizzyness, or silliness all with the same face, with minor changes to the eyes.

Don't forget to add the cutie mark, these are ponies we're dealing with.
