Also I'm not an expert in doctor who stuff but If I remember correctly major events can't be changed or altered by the doctor unless he risk a time rip or something because they act as fixed points in time. With that in mind Once Luna is banished to the moon that would be a major point in pony history that if altered could have many bad effects.
