General Pummel was 100% behind both putting a spotlight on valorous serviceponies and vastly increasing the financial incentives of enlisting. While it was probable that individual reforms — in conjunction with changes to the education system — would have to be rolled out in waves over the course of the next decade, at least there would be the bits to see everything through.
