If you are inquiring about Mother 3 and why it didn't get a north American release, I can tell you why it didn't. Earthbound (Mother 2 in Japan) ran into some legal issues with some popular musicians and supposed claims of copyright infringement with some of the music and references in the game. So blame the record industry and lawyers for that travesty.

Earthbound Zero (Mother) was going to have a US release but they decided not to for reasons, I cannot recall at the moment. But 5 prototype cartridges of the English version exist, 1 supposedly kept in a game archive room at NoA that staffers can go in and check out a game from the library for what reasons as of yet unknown.
