I'm thinking of creating a Snowdrop app, but i don't know where that would go.

If she isn't on the cast list provided (which she isn't because she is not in the actual show but rather a fan-made spin-off) and you want to use her in WoE, you should probably ask staff, they add characters to the cast list.
I suppose she would be considered an OC, though... Because she is one. So, either ask staff or make an application for her and if it gets approved, the staff member who approved of it will probably move it to the correct category.
