Nah, that's normal, unless you use a program that retains your vectors as objects (like Fireworks, which is the only one I know with name). I think it's possible in Flash, too.

The thing with Rarity's hair is that the light and shadow tone of the mane play off of each other to make her mane look more lively. That seems to me is what lacks her mane here.

I'd say you should make the back of the neck a bit thicker, still. It's hard to pinpoint how much, because it's usually covered by the mane.

Here, take a look how Celestia's neck looks like:

You might need to shorten the neck, too.
