Once that happens, the forum will let you post in the RP section.Looks like the issue is that he wasn't moved to the RP Group by a moderator. His app is in accepted apps section. Swirly is indeed right -- you'll need to be moved to the appropriate member group (Roleplayers) before you'll be able to post in the WoE RP section.
