Physique: Slim. Still growing

Residence: She just wanders around, looking for a home.

Cutie Mark: White rose. One day she planted some rose seeds, so she can make a bouquet of flowers for somepony she liked. The next day it snowed and froze the ground over, her seeds where doomed. She tried to make the snow and ice melt but instead there was a crack and the roses started to rise and blossom. When the roses came into full bloom she saw that they were white. It was odd to because she bought the seeds from roseluck and she said they were red roses. All of a sudden a small flash of light went off and she looked back seeing her cutiemark had appeared. She found she could make roses grow and blossom early into white roses.

Unique Traits: She loves to make dresses and always wants to find new inspirations. She’ll try everything in her power to make you smile and she we’ll be very shy at first but once you get to know her she’ll start showing her real self-more.

History: She grew up in an Orphanage because her mother and father both died on an expedition to explore the frozen north. She got kicked out once she turned 18. She usually wanders around looking for a place to stay. She has trust issues because she has been lied to, too many times. She never got that good of an education because others would tease her so much she would drop out and run away to a little hole in the side of a hill that she found. She made this place her home because she had no money for a real house. She made some friends who help her out by giving her food whenever she runs out. During the winter they’ll let her stay for a while until she runs off scared that she is mooching off of them.

Character Summary: She is a timid mare that loves friends but doesn’t have many. She loves to watch roses; morning glories, sunflowers, and etc. grow in her garden. She can be socially awkward around others but if they get to know her she’ll become less awkward through their friendship.

Hey there Winter, I'm not a Roleplay helper but as I told you IRL, I would like to help you with your app.

The first thing I noticed was her age, normally in WOE, we don't go by numbers for our ages, instead we go by gender specific titles, those normally being (in the case of a female character) filly and mare. Now if we were to look at her age, I believe that she would be a young mare, though if you wanted other ages you could say an older filly, middle aged mare, Etc.

Next up is your cutie mark story. The first thing is the mention of Roseluck, perhaps you should use a different pony besides Roseluck to give Winter the seeds. Normally in WOE you aren't allowed to mention a cast character, and roseluck is one of them. Maybe do a generic mare, or perhaps another OC of the future.

Also I'm not quite sure about the reasoning behind the cutie mark. I believe that being able to make flowers bloom early, is a time spell, which can only be done by very skilled unicorns. Granted it may be an early version of it, but not even Twilight in magic duel could make the flower bloom.

Next up is Winter's history. You say she grew up in an orphanage, however I don't think that is allowed in WOE. Being an orphan due to her parents being killed while exploring the north seems a bit dark to me. This is FIM, it's not supposed to be that dark. Perhaps her parents were gardeners? Maybe she grew up on/around a farm?

Finally we have the summery. The only thing I really can suggest is to make it longer. After all we should get a jist of the character when we read it. How is her social status? What are her favorite foods? Does she have a favorite fabric to use in dress designing? What's her favorite color? Maybe you could tell us about how she acts when she makes the dresses?

Now I understand you like to stay true to the character, I remember being the same way. If you really wanted to keep Winter Rose the way she is, back story wise, then you could make her a Free for All character. To do that all you would have to do is open up the editor, and add this to the top, above the name:
