Can i use a picture as a substitute instead of descrbing my character in a application

So, I am feeling ready to start on my character appilcation for Canterlot Cronicles. But a good friend of mine drew him (and his pet) for me. So my question is can I substitute the entire physical description with just a link to the photo (I can't post pictures because I am using my wii for this)?

For a CC or WoE application, we request that you write out a description.  You can include the picture, but it can't take the place of the description section.
