Posting to the Gallery requires 3 posts on the board, as do some other things like adding a signature. Hit Gallery up top under the site banner. There should be a black Upload button on the right. There are three buttons there for you, Create New Album, Select Album, and Select Category. Hit Create New Album, fill in the details, and you should be good to upload!
