Oh, Wind Dancer was having trouble trying to contain her excitement for today. She knew that she would need to keep a level head though because there was no real guarantee that the ponies here would go for the festival idea. She was sure that they would as long as she made sure to stay on point with her presentation. She had all of the paperwork and proposals that she needed for the presentation today. She was hoping that Sky was going to be able to make it today as well. It would be a lot easier for them to pitch this as a pair as it would be for her, or him to try to pitch it separately. Doing it together showed that they were both on the same page as the other. It showed cooperation and organization so it would help their chances to get a yes from them.

She stood just outside the doors of the council meeting for the day trotting in place as she waited for Sky to get there. "Come on Sky... it's almost time for us to go on... I'm normally not nervouse... but I"m nervous now... and excited..." she said looking to the clock. "And we're supposed to be going on in five minutes..." she said to herself looking around. Another few seconds went by and she stopped before taking a deep breath and then exhaling slowly so she could relax a bit and regain her composure. "It's alright Windy... you got this. Sky will be here, and everything is going to work out. Sky's never left you hanging before. Everything will be fine," she said calming herself down and waiting.

If there was one thing that she despised about being a casino owner in Las Pegasus, it was the monthly council meeting that they had to do. She understood the purpose of it, and it was vital to make sure all the runnings of the city were maintained. That and the fact that she was on the council herself would help her dispel any rumors that may come up about what's hiding under her casino. Thankfully though, there hasn't been any of those for her to deal with. At this point, she thought herself in the clear of such things. Still, there were monthly budgets to look at as well as the reports to make sure that the things that the city needed, like food, water, shelter and infrastructure were actually getting done, and done to the standard that Las Pegasus is expected to uphold. As she listened to the construction pony talk about what they needed to continue fixing a pipe that was supposed to have been fixed last month she facehoofed. She wished that she could just use some of her personnel to fix the pipe and be done with it. It would have cost the city far less than what they were paying this pony and his team to do it.

"Honestly Iron Jack, you've been working on this same piping problem for months, and you assured us all that it would be fixed by now. I don't know where the bits are going that we keep giving you to the project, but we're going to find out. We obviously don't have much of a choice in fixing the pipe, but I will be sending in my own contractors to take a look at the piping and make sure that the bits are getting used properly. For your sake, I hope that we don't find any discrepancies in the ledger and that the setbacks that you have come to us are in fact legitimate. Know this though, if that pipe burst, because you decided to milk this project as much as you can, it will create a catastrophic flood in the ground district. A flood that will be on your company's hooves. The longer that crack stays, the weaker that pipes gets. I suggest get it fixed soon before we get our first major cold spell of the season," She spoke to finish out the statements on the matter before the pony left the room. Ice Storm sighed. "Alright... what's the next order of business?" she said as she waited for the rest of the council to chime in. "Wind Dancer and Sky Sailing have a proposal for us? This should be interesting. Send them in!"

~~~Golden Bit~~~
Honestly, even as generous as she was, and a pony that was more akin to grant an extension than most... this was the fourth extension that the council had given the constructors to get this done, and like Ice Storm had mentioned, time was running out. That pipe was only going to hold for so long like it was, and every moment it was left uncheck was a moment that could turn into a city wide disaster and ruin the reputation of the city. Or at the very least, put a major blemish on it. She could already see the headlines. 'Famous Tourism City ignores dangerous repairs, city under water.' Golden Bit shook her head a moment to get the thought out of her mind. Having already voiced her discomfort of the idea, she knew that they had no real choice. They could fire him and get a different company, but that could make matters worse and cause this pony to sabotage the pipe. There just wasn't going to be an easy solution to this one. The decision was made though and she nodded in agreement as she watched the contractor leave. When Miss Storm spoke up asking what the next patron of the day was, Golden Bit was surprised to see Wind Dancer's and Sky Sailing's names.
"Oh, apparently it's Wind Dancer and Sky Sailing. It says here that they are coming to the council with a proposal of sorts. I can't possibly thing of what those two would need a formal proposal for though. I am quite curious to hear what they have to provide. Knowing Windy though, I have no doubt that she's given it a lot of thought and has a detailed plan in place. Still, we should listen and of course make the best decision for the city," she said with a smile. Though she was perplexed. What could they be planning that would require the city's approval and not just the approval of a few of the casinos themselves? This was going to be interesting indeed.
Sky Sailing would have breezed in earlier, except that a quick look in the mirror after waking up had revealed more than the usual amount of bedhead in his mane.  That might have worked for his live show persona, but he couldn't help but think that the Los Pegasus Council required a more professional look.  So, some precious minutes had been spent disentangling his mane from itself, before donning a shirt and tie and letting the wind off the reservoir carry him into the city.
"Hoo!  There you are Windy, am I late?"  He coasted over the floor, hooves only planting upon it once he was in front of her.  Wingfeathers nervously adjusted the tie one last time.  "Had to get ready; I didn't think the whole 'unkempt bohemian' look was going to help our case any.  Do we know who's receiving us?"  Of all those present, Golden Bit was probably the only one he met before, at least for so long as to talk to.  He felt pretty confident in his ability to make a case for the festival to her, but the rest were unknown quantities.  Wind Dancer had given him assurances as to Ice Storm's character, but that was the only other name he even could recall.
Jackpot had certainly lived up t his name for the past few years. While many of his peers had pursued coin and commerce in the guise of gaming establishments and entertainment, Jackpot had pursued gaming and entertainment at the slow erosion of his enormous capital. Well, such was the view many had of him. Truth was that his casinos and his establishment did enormous business and while his generosity meant he saw lower profit margins- significantly so- it was enough to turn a small profit at the end of the day. And he didn't need more than that: Good feelings and good days for all were truly what he craved. His mother and father may or may not be spinning in their graves but his players, guests, and friends were taking a spin of the roulette wheel and that was the only spinning he was interested in this day and age.
Still, he had some responsibilities and one of those was a council. He had been on it since forever but he didn't really engage much. It oscillated between being a sounding board for bad ideas and power plays or an honest to goodness attempt to make the city better. He was just fine with supporting those and ignoring the rest, often with a bowl of delicious ice cream with toppings and sauce in front of him. He did little else than gob that down, shout his approval, and bounce in his seat until it was time to leave. If they wanted his money to fix something he would and he always like the charity things but the rest of it? Count him bored. And he hated being bored.
Then the topic of a mysterious proposal came up and wasn't that just the thing to catch him from falling deep into his developing food coma. He didn't know how deep it would have went but caramel sometimes made him miss meetings by 'accident'. He was starting to consider drifting off when Ice was in the middle of berating the possibly corrupt, likely just overpromising and underdelivering construction stallion, and as saved only when the proposal prospect came up. His ear twitched and he sat up. "Ooh, a proposal? Cool. Ten bits says it involves magicians!" He said excitedly, stamping his hooves in approval. He did love his magicians.
~~~Ice Storm~~~

Ice Storm nodded in response to Golden Bit but was kinda surprised when Jackpot was planting bits on the fact that Wind Dancer and her lover were wanting something to do with magicians. Surely here's employed Wind Dancer at least once to know that she was a dancing show mare, and one of the better ones in Las Pegasus. She was definitely the only one that Ice knew of that still had a level head and didn't let her game get to her. She'd also heard her story and she related with the mare a bit. Wind's struggles were by far worse than hers were. She could only smirk a bit. "Considering the nature of her name, I'm inclined to take that bet Jackpot. But I'm in a good mood today and taking advantage of ponies isn't in my nature," she said with a giggle.

She nodded back to Golden once more when she said that they should bring them in. "Indeed! We'll never no what the proposal is if we don't hear it! Send them in!!!" Ice said excitedly.

~~~Golden Bit~~~
Golden Bit could only roll her eyes as Jackpot almost feel asleep at their berating if the construction pony. To be fair though, that kind of work had never been his cup of tea. He was always more in board for projects that helped the city in ways other than infrastructure. She also couldn't help but laugh at Icy's comment in response to Windy wanting magicians to perform for them. "Actually Icy, I wouldn't put it past her. Windy actually uses a lot of magicians for her stage effects. Contrary to the effect, she actually can't walk on water. It's actually a thinly compressed cloud that's almost invisible. She can make the effect herself, but having mages do it for her let's get focus more on the routine itself," she smiled.
"Of course, we're not going to know what it is until we bring them in... Shall we?" she asked before nodding to the door after Icy and Jackpot spoke up. "Let them in," she told the guard pony present.
~~~Wind Dancer~~~

When Sky Sailing arrived Wind Dancer nearly pounced him. She heard say that he had to get ready and that unlocked Bohemian want going to help their cause. She giggled a bit before kissing his nose. "You look fine," she said as a disgruntled construction pony left complaining. He told them good luck as he walked by. It didn't really bode well for the mood of the council. When she heard the door open again and the guard usher them in, she gulped. "Well... Here we go. The worst they can do is say no right?" she said nervously before walking into the chamber room.

She had some performance after performance, and she liked the think that she had nerves of steel. She could dance in front of anypony, and confess her love for the pony that was next to her without dropping a beat, but this pitch had her sweating a bit and took a deep breath. "Greetings council members. I am Wind Dancer, and this is my super special somepony Sky Sailing, and we're coming to you today with a proposal regarding the reservoir outside of the city. We were... Hoping to put on an all day music festival there. Bring in bands and performers from all over we a collaboration concert between myself and Sky debuting an entirely new act and routine... Including a new song with lyrics written by me. We aren't have some layout ideas and some names of ponies that were going to try to reach out to. I figured that Las Pegasus already being a tourist city, all of the resorts and casinos would benefit from am influx of patrons for a one day event... Sky helped draw up some of the ideas for the locations and the events that well be putting on. We'll be more than happy to elaborate if needed," Wind Dancer started trying to read the reactions of the ponies in the room.

"Thanks."  Sky smiled, even as he followed her gaze to the departing construction pony.  "I'm guessing there's been some dispute over infrastructure; might want to be careful of hitting any sore points about straining the city's resources."  Gathering up the papers behind her, he followed Windy into the council chamber, nodding a good morning to all seated.  He gave a special nod to Golden Bit, as the one pony who he'd actually managed to talk to before on unrelated matters; he hoped the personal connection would count for something, though he wasn't sure if there was supposed to be some kind of regulation about letting that affect your judgment.  Icy he also recognized, though never really met, and as for Jackpot... well, Sky didn't know him from Blueblood, so there wasn't much he could say or do in that direction.

As Win Dancer went through her pitch, Sky would help with the visual aids, showing his sketched map where the show would take place, as well as spots for vendors and the like.  "There's another aspect of this as well to consider."  He added onto his marefriend's spiel.  "You might argue that it won't bring in too many ponies on top of the already-existing entertainment district, and you may well be right about that.  However, this could also serve a local purpose, in building up the local artistic and performance scene.  There are a lot of showponies working in this city, but the whole culture is rather commercial, when you compare to cities like Manehattan or Saraneighvo.  A lot of decisions are made for the money, rather than the art.  Which means that while musicians and performers come here to start off or finish out their careers, a lot of the most creative talent leaves when they can to place with a little less noise and financial pressure.  Having a performance space away from the typical ones near the Los Pegasus strip could encourage the real talent to stay, and who knows what that will lead to the future?  After all, you're always going to have an audience in this city, but what can you do with it?  That's the question."
