There are three stages. First comes the procrastination stage. They have time to tell you. Then comes the apprehension stage. They still have time to tell you, but don't want you to get mad at them for telling you late. Then comes the last minute panic stage. It needs to get done, so they tell you at the last minute and hope you don't hoof them in the face.

Or they could just be trolling.
