They are open to WoE approved chaarcters. There are still over two weeks left however, so you can still apply for and play new characters as the event goes on!

Okie dokie. I joust had an idea for my own thread, but it needed characters that weren't apped yet. It'll just end up needing to wait until next time.
(I don't expect these characters to be fleshed out well enough for WoE apps in time)
