Yes, an RP certified character may start threads, and one needs to have at least one accepted character in WoE or CC to become certified. You should have one; I'll check up on your status.

Yep, what Hawkeye said. Once you have a character app approved in CC, you can post with that character in CC. Once you have a character app approved for WoE. you can post in WoE or CC.
